












I extend my warmest wishes and pay special tribute to our women officers in the Mauritius Prison Service for their unwavering dedication, professionalism, and courage.
Their work ensures that our correctional institutions uphold security, humanity, and dignity.
During my visit to the Prison Training School in Beau Bassin today, I had the privilege of witnessing the remarkable talents of women detainees, expressed through stage play, slam, and other artistic pursuits.
These initiatives empower their voices, foster confidence, and contribute meaningfully to rehabilitation, alongside vocational training, education, language learning for foreign nationals, and support for their children.
Guaranteeing access to comprehensive healthcare, menstrual hygiene, and opportunities beyond traditional gender roles remains central to safeguarding their rights and dignity.
We must also acknowledge the challenges faced by women on remand, including prolonged pre-trial detention and childcare responsibilities.
The provision of structured rehabilitation, reintegration programmes, and mental health support is vital.
I commend the ongoing collaboration between Prison Service, Ministries, and NGOs in ensuring that these women are offered meaningful skills and pathways for second chances.
The upcoming National Crime Agency Bill and the Draft Domestic Abuse Bill represent important reforms to strengthen inter-agency coordination, protect the rights and dignity of detainees, support prison staff, and reinforce justice and public safety.
As guardian of our Constitution, I shall monitor these reforms closely to ensure they uphold human rights, equality, and the rule of law.
Gender justice is not a contest between men and women; it is a shared responsibility. Men and women must act as partners- within families, educational institutions, workplaces, and society at large- to advance opportunity, dignity, and justice for all.
